Dr. Alan Colter is the director of the Behavioral Control Center, a behavioral health center catering to neurologically and developmentally disabled patients. The treatments were aggressive and disciplinarian, ranging from electrical shocks to the employment of a sensory deprivation helmet called the "Buzz Box".

When the helmet killed a patient named Kevin Jeffries, Colter was eventually brought to trial. After much back and forth regarding evidence and testimony, Colter took a guilty plea for a reduced sentence, and the center was shut down. (L&O: "Cruel and Unusual")
