Alberto "Beto" Torres is the leader of the Locotes Doces street gang (more commonly known as L-12). He was suspected of ordering the hit on Teresa Richter but was later cleared when her killer named his lieutenant Oscar Morales as the client. He is currently incarcerated. (L&O: "Life Line")
