Alicia Harding is a TV presenter for a predator-apprehending show, Neighborhood Predator, whose sister was raped and murdered by Adam Grafton, and she subsequently made it her mission to catch him.

On February 18, 1986, when Alicia was 17 and her younger sister Vanessa was 13, Vanessa was abducted, raped, and stabbed by Grafton, who remained unidentified by police for 25 years, and Vanessa's body not being found, just her bloody clothes. Following her sister's disappearance, Alicia became close with the EADA assigned to the case, Sonya Paxton, with the latter promising the girl's mother she would find Vanessa's killer when she died. Vanessa's disappearance led Alicia to become a journalist and help catch sexual predators.
Pursuit[]
In 2011, after Detective Benson and Paxton helped Alicia catch a predator on her show, they discover that Alicia has a stalker when she gets a bloody package containing her lucky scarf, which previously belonged to her younger sister Vanessa. Aware that her sister was raped and murdered, Benson and Paxton warn her to be aware and to not provoke the suspect. However, Alicia, furious and upset, starts trying to taunt the predator, even going as far as making a special announcement on an episode, where she taunts her stalker on the air. Eventually, Paxton becomes obsessed with the case and hunts down the suspect, Grafton, at an AA meeting, but Sonya is killed by him. However, she bit Grafton in the process, allowing them to identify him with his DNA.
The detectives soon track down Grafton just as he is about to assault Alicia. He holds Alicia hostage while she taunts him with snide comments, which angers him. The detectives are able to save Alicia before she is attacked. Alicia and Benson later talk to Grafton, and Alicia asks him for information about his crimes, including the murder of her sister. Grafton gleefully reveals that he murdered a total of 44 women, including Paxton, and then describes each crime in full detail. In the end, Grafton was executed for all of his crimes giving Vanessa the justice that she sought for years.
