Alma Cordoza is an extremely corrupt and unprofessional employee at a barely formed fraudulent adoption agency run by Ignatius Petty. Petty would find vulnerable children to take and exchange them between impoverished and/or abhorrently run households, with Cordoza in charge of keeping them in squalid conditions and transporting them in handcuffs between destinations.
Cordoza was in the van of Frank Hovis, who she paid to move Eden and Marc to Brooklyn while she was supervising. Frank nearly swerved into a truck, and when trying to get away, he accidentally drove the van off the bridge and nearly drowned everyone inside. Cordoza swam out to fend for herself, but caring for the kids, Frank released the children from the cuffs and swam to the surface with them.
Frank was tracked and sold out Cordoza, and to track her, Petty was interrogated at his office to provoke him into calling Cordoza during their escape attempt. Cordoza was found at the Lydia Hotel and arrested, denying she wronged the kids, and they were too unhinged for her to let run around instead of restraining, berate, and neglect them.
Cordoza was found guilty of child abuse and endangerment, kidnapping, and attempted murder and was imprisoned. (SVU: "Cage")
