Andy Chen is a rapist and a copycat of "The West SoHo Rapist". When Chen raped a woman out on a public street, a knockoff vigilante group known as "The Justice League", led by comic book fanatic Stuart Andrews, attacked Chen in their definition of a "citizen's arrest" before the police legitimately arrested him.
Chen was cleared of being The West Soho Rapist, and it was revealed Andrews was the real West SoHo Rapist, committing the rapes and even creating the vigilante group to get close to a woman he was crushing on, Leslie Adams. After he raped her for having an affair with a married man, Henry Brazecki, and tried to frame Henry for the rapes, Andrews was confronted when he was found out and arrested after a confession.
Chen was found guilty of aggravated rape and aggravated assault and imprisoned. (SVU: "Street Revenge")
