Anthony Heald is an actor who played two different characters in Law & Order. He played Ian O'Connell in the Season 1 episode "The Troubles", and Councilman Spencer Talbert in the Season 5 episode "Virtue".
Heald is known for portraying Hannibal Lecter's jail nemesis, Dr. Frederick Chilton in The Silence of the Lambs and Red Dragon (a role played by Raúl Esparza on the Hannibal TV series), and for playing assistant principal Scott Guber on the TV show Boston Public (with Michael Rapaport and Jeri Ryan). He also had a recurring role as Judge Harvey Cooper on Boston Legal.
