Ash Gordon was a bar owner and a designer drug manufacturer, selling the substances behind the counter where he worked. He would sell them to customers wanting roofies or for an added experience when drinking and partying, one customer being serial rapist Luke Mitchell.
Gordon's drugs were potent enough for one of Mitchell's rape victims to stroke out, leaving her brain damaged permanently. When the drugs were traced back to Gordon, he was arrested, and thus Mitchell was also incriminated.
Gordon was found guilty of drug dealing, aggravated assault facilitation, and accessory to aggravated rape and was imprisoned. (SVU: "Solving For The Unknowns")
