Mr. Baltzer (first name unknown) is a janitor at the hospital where Stephanie Rawley, a comatose rape victim, is being house. When she was raped and impregnated while she was in a coma from a car accident, detectives went around the hospital for suspects.
Baltzer was questioned while mopping the floors, denying any and all involvement. He instead led to another suspect, Wesley Dilbert, but he was also innocent, just not of necrophilia. In the end, Dr. Graham Mandell was revealed to have inseminated Stephanie to use her fetus for stem cell research for Parkinson's, with the finances of ill socialite Davis Langley. (SVU: "Waste")
