Barry Carlisle is the husband of rape victim Megan Carlisle.

Megan was raped in their home and shortly after got pregnant, which delighted Barry as they were trying to have a child. Megan kept secret the serial rapist, Luke Dixon, conceived the child from the rape. When Megan was weeks into her pregnancy, she was questioned when other women Dixon raped were tracked. The detectives knew Megan's baby was fathered by Dixon, so when other women they had for testimony died, Megan was questioned for a paternity test. Barry was shocked and in disbelief, and hoping to not lose her husband and child, Megan refused a test. Megan was arrested for obstruction of justice as a result, and after Barry posted bail, they were prepared to flee. But Dani Beck spoke with Megan personally, and after consoling her over her dilemma and encouraging her to save herself and get Dixon arrested, she finally agreed to a test. Barry stormed over to the hospital and was horrified. When the test was confirmed, he was heartbroken and felt betrayed, storming off with Megan close behind him.
When the evidence got Dixon to plea to raping Megan, Gina Maylor, who killed herself, Elizabeth Hassenback, who was killed when she fought Dixon, and over a dozen other women, Barry was called back by Stabler. Stabler showed the faces of all the women Dixon raped, saying Megan made a big sacrifice to get him imprisoned and insisting Barry talk with her. Barry, not wanting to have known for sure, asked Stabler if he could raise a child sired from rape. Stabler didn't know and still insisted Barry needed to save his family's union, but Barry didn't see a way or the point and left. The Carlisles' relationship was left unknown. (SVU: "Confrontation")
