Bennie Edgar Ralsey (alias The Duct Tape Rapist) is a paroled serial rapist under the treatment of psychotherapist Greta Heints, and later a suspect in her sexual assault.

Ralsey had a history of serial rape of prostitutes in Albany, ending up with the moniker of "The Duct Tape Rapist" from using duct tape to bind the women who were raped. Although Ralsey raped between 30 and 40 prostitutes, he was convicted and imprisoned for only seven rapes. His family swiftly disowned him upon revelation of his crimes. When Ralsey was released, he was mandated into counseling under psychotherapist Greta Heints, who has a major advocacy for curing sex offenders through regressive psychodrama. Ralsey also couldn't walk out of a designated area when being sentenced to keep close to home and work while wearing an ankle monitor.
Ralsey was surprisingly recovering thanks to Heints and extended his gratitude to her for his rehabilitation, despite his urges not fully being eradicated, and he never missed an appointment with his parole officer. While out of prison, Ralsey began a relationship with librarian Amy Carr, who was never informed of Ralsey's criminal record. Nevertheless, Ralsey was still in love with her and maintained as much of a relationship as they could with Ralsey's parole terms.

Ralsey was a major suspect in the binding and sexual assault of Heints, who was found unconscious in a crack house on a mattress, bound with duct tape, making Ralsey a major focus in the investigation. His monitor records proved he never stepped out of his designated area and thus couldn't have reached Heints. But as the SVU continues to investigate and survey Ralsey, the intimidation makes him snap and slip off his monitor, fastening it around his cat's neck as "collar" and hiding out in Carr's apartment to spend their first night together.
When Stabler and Benson suspect this, Carr is confronted at her shop, where she says she believes the charges Ralsey faced were a robbery and that the restrictions were lifted. When she finds out the truth, she's devastated and starts to cry, before she reveals Ralsey's staying with her. Stabler and Benson arrive in the apartment when Ralsey's cooking a dinner. Seeing him near a cutlery block, Stabler pulls his service weapon and tells Ralsey to surrender peacefully, but Ralsey runs down the fire escape. Munch and Fin are waiting there to arrest him.
Stabler and Benson interrogate him and also reveal they found photos of Carr naked while she was sleeping, Ralsey replying with how she "looks so pretty laying like that", along with his usual kit of duct tape, a crowbar, gloves, and a glass cutter in his duffel bag. Ralsey caves and admits he still imagines raping women, but he did want to recover and blames the squad for ruining his chances by following his every move.
Because of his parole violations and psychiatric treatment, Ralsey is institutionalized for further treatment.
