Officer Bob LeMay is an 8th Precinct officer and a witness of the rape and murder of Lucas Rice by his colleagues, Officers Danny Petro and Billy Tolbert. As he didn’t want to be known as a rat in his department, he told columnist Jack Miller to pass it on to district prosecutors.

When LeMay was questioned, he only gave up Petro, as Tolbert was genuinely respected by his colleagues, even LeMay. LeMay was unrealizable even to testify against Petro, as he got suspended for a fight with Peter over a woman. Petro eventually pleaded guilty, and Tolbert was found guilty, the both of them being sent to prison. (TBJ: "Blue Wall")
