Mr. Bream (first name unknown) is the grieving father of murder victim Judy Bream, who was the last victim of serial killer Albert Lawrence Cheney.
The Breams filed for Cheney to be tried in Connecticut, arguing Judy was lured from the state to kill her, in the hopes Cheney could get the death penalty. The Manhattan D.A.’s office successfully challenged the motion and convicted Cheney in New York City. (L&O: "Vengeance")
