Canada is a nation that borders the United States to the north, and is a member of the Commonwealth of Nations.

Canada has not practiced the death penalty since 1962, and is opposed to the extradition of criminal suspects when the death penalty is a possible sentence. Canadian authorities will not agree to extradite someone unless the involved country agrees not to use the death penalty. (L&O: True North)

In 2001, rapist and murderer Darryl Kern fled to Canada to avoid the death penalty for murders he'd committed in New York. He nearly succeeded, but Manhattan A.D.A. Alexandra Cabot got around Canada's extradition restriction by amending her extradition request so that Kern would only be extradited for grand larceny, so that technically, he would not be facing the death penalty until well after he had left Canadian jurisdiction. Once he was back in the United States, the Manhattan District Attorney's Office added the capital crimes to the charges against him. (SVU: "Manhunt")
