Carl Mullaly is an Internet predator and the childhood rapist of Hannah Welch, who later murdered him in his apartment.
History[]
Mullaly worked Welch's father and sexually assaulted her every time the family went on camping trips, starting when she was eight. Welch never recovered and wished to kill Mullaly for years. Mullaly eventually got a job at a daycare center, which was never specified if he did so to target more children, as well as trolled online chat rooms for children to manipulate and lure. Welch was furious and wouldn't accept that, slipping a note under the door of Mullaly's neighbor Dr. Evan Fleming telling the truth, which was seen by his daughter Abigail. Evan went to the daycare manages, and Mullaly lost it in a confrontation, which guaranteed him being fired.
Mullaly only saw worse troubles when a pedophile-sting reality show, Hard Focus, lured Mullaly and other predators through fake chatting partners to a candid camera public ousting. Mullaly directly apologize to the camera, but it wasn't over from there. Welch was hired by the director, Ellie Harper, to partake in Confront and Heal, where she'd confront Mullaly for a confession to "reclaim her dignity", despite a psychiatric evaluation revealing she was unfit and Welch having repeatedly harassed Mullaly over the phone. Giving her a camera, a knife for "self-defense", and a motivational speech, Harper sent Welch to the apartment of Mullaly. Mullaly was surprised and let Welch in, where she confronted Mullaly with the rapes. After several denials, Mullaly alleged Welch "seduced" him, which infuriated Welch enough to stab Mullaly to death. Abigail heard the argument and saw Welch flee, recognizing her from hen she delivered the note. Telling Evan, Evan went to the apartment and found Mullaly dead, calling a delivery man to find the crime scene so Abigail and Evan wouldn't testify. Evan making Abigail swear to deny being a witness with him. (L&O: "Public Service Homicide")
