Carlton Radford was a corrupt banker.

History[]

Radford was the head of a bank in New York who was secretly helping the Russian mafia in their criminal activities, including murder, which allowed them to launder hundreds of millions of dollars to his bank. 

When this was exposed, he was convicted of enterprise corruption. Later, as part of a plea deal in which he would be sentenced to ten years in a medium-security prison instead of 25 years to life, Radford cooperated in the trial against Constantin Volsky and his accomplices. (L&O: "Refuge (2)")
