Carnegie Collections was an overdue parking fines recovery company making business with the municipality of New York City. In reality, it was a front for money laundering by the Masucci Crime Family, who, in order to maintain Carnegie's contract with the city, paid off through shareholdings several city officials, including Councilman Charles Halsey, who acted as a bagman between the involved parties.
