Carter Mills is the suspect of two brutal rape-murders, including that of Christina Maroun, the sister of ADA Samantha Maroun in Georgia.

Background[]

As a child, Carter was always problematic, and his family never held him accountable. Charming several women, he would eventually take advantage by raping and assaulting them for his enjoyment. In 2013, Carter became the prime suspect in the rape and murder of Christina, but police were ultimately unable to file charges. In 2022, Samantha was forced to revisit the circumstances of her sister's case while prosecuting the case of rape victim Nicole Bell. (L&O: "The Right Thing")

In 2023, Samantha's frustration over Carter not facing a trial for Christina's murder influenced her decision-making during the trial of Jessie Erickson. (L&O: "Second Chance")

On L&O[]

Georgia Kent is raped in Carter's condo. Three days later, she is beaten to death on the street. Detectives look through her cards and identify her. When Detectives Riley and Shaw talk to her friend, she tells them about a man who stalked her. Riley and Shaw eventually find the stalker and chase after him, where he attempts to jump but fails. Lieutenant Jessica Brady talks to the stalker, and he says that he paid for companionship and that they were in love. Riley and Shaw find and then ask him about Georgia. Brady looks through the files and tells Riley and Shaw that the murder was a familial match. Carter responds that he didn't meet with her after, but Shaw shows him a video that disproves his story and Riley arrests him. After an interrogation, he asks for a lawyer. Eventually, however, Samantha gets information that her sister was murdered by the same man as well. Carter is released on bail, and Riley and Carter's lawyer Nicole Potter go to Judge Erica Foster's chambers, and she grants Potter's motion to have both cases be tried separately, and she throws out the DNA evidence, ruling that it was taken illegally. At night, Samantha looks deeply through footage and sees Richwood on a doorman's jacket. Carter and several other men are put in for a lineup, with the doorman admitting that number 5, who is Carter, is the man who he saw. After opening statements, when he claims that he is disgusted by Christina's murder, Samantha tries to lunge at Carter, but she is held back, with Carter smiling and walking away. Degnallo admits that Samantha told him Carter was the murderer, so EADA Price confronts her at her home over this. Later, after Carter is found not guilty, he looks and laughs at Samantha before leaving the courtroom. That night, Carter is found fatally shot in the chest on the street. Price goes up to Samantha and knocks on her door to confirm she didn't murder him. Instead of answering his pleas, she shuts the door on him. (L&O: Look the Other Way")

During the investigation into Carter's murder, police find a man who saw him on the floor after hearing a gunshot but didn't see the killer, though he heard a female yell, "You deserve this." Another man who ran into the killer moments before says that the woman was taller than him, thereby exonerating Samantha, who is 5'3". After talking to his girlfriend, Julia Keaton, the police track down his sister who didn't want to cover for him for the murders. When they bring Keaton in for questioning, she denies breaking up with Carter because of his character. However, security cameras prove that she had the same hoodie as a killer, that she had bought a .38 revolver six hours before the killing, and that she was in close proximity to Carter at the time of his death. In court, Keaton claims that the reason they broke up three days before the trial was because she was afraid of him. She testifies that she left because Carter had bad publicity. In response, he insulted her and then raped her before threatening to kill her if she told the truth. When she spotted him on the street after the trial, he bragged about getting away with it. However, when Carter walked up to her, she shot him in self-defense. Afterwards, however, Keaton inadvertently confesses to Samanatha that she lied on the stand and that she tracked Carter down and killed him instead. Samantha decides to ignore it and allows her to accept a guilty plea of manslaughter. (L&O: "Street Justice")
