Law and Order

Charlie Hugo is a fireman and the colleague of murdered fireman Ian Duffy.

History[]

He was the most protective and stern of the fireman at their fire house, down to guarding Ian's widowed wife Claudia. Charlie was oppositional to the investigation and invading the lives and privacy of the fireman and their loved ones to find Ian's killer. It came to a head when Ian was revealed to be a closeted gay man in an affair with Brendan Keele, his silent partner in civil servant campaigns.

When detectives came to question the firemen, Charlie was most aggressive. He pushed Logan and then punched him, leading to Logan swinging back and a full brawl ensuing. When Charlie and the other fireman were beating Logan, Wheeler called for backup and then joined the fight. The fireman called for their own recruits, leading to the fight between everyone being so bad the tabloids splashed it across the front page. The commissioner wanted Charlie arrested to make a statement, but Logan pretended to not remember he threw the first punch.

That changed when Keele was revealed as Ian's killer and they needed a confession. Logan arrested Charlie, took him to a back alley, and told him to do the police a big favor: pretend to be another lover of Ian, and Keele would witness the sting to be enraged enough to confess. It worked, because after Keele picked Charlie out in a lineup, Logan "interrogated" Charlie, who admitted to a "relationship" with Ian. Keele was so furious, he asked to use the bathroom, then only left just to lunge at Charlie. While Keele was dragged off, he confessed to murdering Ian because Claudia was pregnant and demanded the affair end. Charlie told Claudia he wish he knew, but she was just glad Ian was always a hero. Logan and Charlie made amends because the case was closed. (CI: "Maltese Cross")
