Colm Meaney is an actor who played Judge Harold Garrett in the Law & Order: Criminal Intent season five episodes "In the Wee Small Hours (Part I)" and "In the Wee Small Hours (Part II)". He also appeared in the Law & Order season 19 episode "Lost Boys" as Wyatt Landon, the leader of a polygamist cult.
Meaney is probably best known for his portrayal of Chief Miles O'Brien in the Star Trek franchise (opposite Brent Spiner and Rosalind Chao). He also starred on the show Hell on Wheels (with Anson Mount, Tom Noonan, Jake Weber, and Tim Guinee).
