Don Wheeler was a corrupt business licence owner who associated in the death of one of his own employees, Amanda Russell.
History
When Detectives Ricardo Morales and Tomas Jaruszalski are told by Amanda's boyfriend Dave Harlin that Amanda told him to get a license from Don's company or he would be fined the detectives went to Don's office. Don greeted the detectives and told them to sent condolences to Amanda's family and, when he is asked about the licence requirments of the company but Don says that Amanda must have mistaken it. When the detectives are brought to supposedly all that was left of Amanda's belongings in a box they smell bleach and they ask Don what the smell was and he says that the custodian must have cleaned. The detectives are suspicious of Don and they realize that Don or his associates eraed Amanda's hard drive and wipe the computer completely.
When Don was in a commision meeting with Mayor Jack Velman, Officer Meade and several other councilmen Mike Foreman came in the room, armed with a pistol and told all the women to get out. Don tried to convince Mike that Dave had killed Amanda but Mike didn't listen. When police backup led by Lieutenant Stanley Petracelli came in Petracelli killed Mike with the help of Detectives Morales and Jaruszalski and Lt. Petracelli shot Don twice in the chest, killing him. Lt. Petracelli killed Don so he wouldn't talk about the murder and Lt. Petracelli claimed that Don was in the way of his shot but the detectives did not buy the story. (LA: "East Pasadena")
