Donald (surname unknown) is a vagrant electrical wiring specialist who hacked into cable lines to interfere with devices near him and scare people away from his hideout. Eventual murder victim Alan Richardson provided him the copper wiring that he needed.
Donald was questioned once he was talked down from a standoff where he scrambled police radios. He was later cleared of suspicion and released. (CI: "In the Dark")
