Dr. Douglas McManus is the founder of the McManus Institute, a company specializing in genetically engineering ideal fertilized eggs to give desired children. He's the father of con artist April Troost, who's employed at the institute and used her expertise to use electroejaculation on wealthy and successful men to obtain their semen for McManus' studies and attempt to impregnate herself as part of her own con plan, which she knows is a sham but still participates for the profits regardless.
McManus was a suspect when Troost faked her death, but he proved he was innocent by revealing where she was when she went into hiding. He tried to plead for her to give the police a baby she sired, Sarah, as part of a con, but she stuck to insisting on a deal. He then caved and insisted Casey Novak to keep her from being prosecuted to return her daughter.
McManus was arrested and imprisoned for fraud. (SVU: "Design")
