Dustin Tinsley is a drug dealer who subjected his younger sister Demmy to years of sexual abuse.

When his sister was twelve, Dustin subjected Demmy to rape and would carry this on for the next ten years. He also forbade her from being approached by other men, feeling he was all she needed. Eventually, he and his sister inherited their parents' home. Dustin also worked at a bar with his sister being an employee as well. When Kayla Stuart arrived one night, Dustin flirted with her after learning she was going through a break-up. He offered her drinks to cheer up, as his actions left Stuart flattered and they even shared a kiss, but she rejected hooking up with him. Still trying to win her over, Dustin attempted to walk Kayla home, but she rejected him. That night, he scored drugs from an acquaintance in Hell's Kitchen and got high before returning home.
The next morning, Dustin went to work before he was approached by SVU detectives Odafin Tutuola and Amanda Rollins who inform him that Stuart was attacked. He denied involvement but was brought in after drugs were found on him. In questioning, he admitted to his encounter with Stuart but denied following or assaulting her, while denying knowledge of her wallet in his room. He gave his drug deal as an alibi, which SVU looked into. He was cleared and released after the real rapist called to taunt the police on another attack.
Upon being released, Dustin realized Demmy tried to frame him, so he attacked and raped her in revenge before leaving her bloodied on the floor. At the hospital, Demmy revealed her brother's actions and reveals that she had become fed up with his abuse before she revealed her attempts to implicate him. Dustin was arrested again and told SVU that they were wasting their time to accuse him of another attack; however, he was horrified to learn that Demmy informed them of her assaults, though attempted to say she was lying like last time. Unfortunately, he was told his DNA was found on her and he was driven to incriminate himself by saying their encounters were a form of love and consensual, earning the disgust of Benson who told A.D.A. Carisi and Dustin's lawyer to walk him through his options before she left the room.
It can be presumed Dustin was ultimately imprisoned for his crimes of child molestation, incest, rape, and assault. (SVU: "Eighteen Wheels a Predator")
