Eddy Blanco is a Vela Cartel lieutenant who directs the child assassins the cartel trains when they are stationed in the U.S.

History[]

Blanco would train young, impressionable teen boys to be killers by taking them to Mexico and teaching them to shoot assault rifles. They would be spoiled with a mansion, pricey accessories, beautiful women, and drugs they would be moving. Blanco would direct the enforcers on his orders to kill numerous people across the Northeastern U.S., with a list of murder tracing back to Philadelphia and Newark. Blanco would also provide lyrics for the cartel's propaganda band, Los Guerreros, in order to brag about their crimes or order hits.

When New York City supplier Nina Wilshere appeared in a song for a band, Los Vagabondos, for the rival Roman cartel, Blanco sent the kids to shoot her dead with their signature heavy duty firearms. They were arrested shortly after, but Blanco still send more mercenaries to target a nightclub event in New Jersey Los Vagabondos was headlining, where numerous people were shot. Blanco was arrested shortly thereafter, and one of those kids, Rafe Alvarez, was deprogrammed and arranged to testify.

Blanco was successfully indicted by a grand jury, but another one of the mercenaries, Sammy Molina, was murdered while in prison. Race was scared and depressed into not testifying, and it was implied the case against Blanco would grow less substantial. (L&O: "Boy Gone Astray")
