Felix Tinga was a drug supplier of a cheap knockoff of "Purple Magic", a cocktail of hallucinogens used as a party drug. The drug was used by serial rapists and robbers Piper Thomas and Despina Johnson, who regularly bought the drugs from Jade Chen, the mother of Felix's child Giana.
When the two escort posers started murdering victims with overdoses because the batch was bad, the supply chain was tracked, and once Jade was found, Tinga eventually was too. When Tinga was arrested, he was told the consequences of his actions straight if he didn't take a deal and give up his employers. This led to a major bust of the drug manufacturing ring behind it all, beating mob boss Richard Wheatley, who had ties with several of the players there, to the punch. He was later shot to death by a biker gang, who was later murdered by Wheatley alongside the man who ordered his killing. (SVU: "Trick-Rolled At The Moulin'")
