Florence "Flo" Bishop is a foster mother who took in children with the best accommodations and love she could provide, most often when the kids came from worse birth and foster households. She made sure the kids stayed close and stable, taking them back in even when they ran away back to their last homes in failed chances for better situations. Chris Pollit, John Lasky, and Andy Costello were three boys who formed their own group and stayed together the longer Flo kept them in the same house.

When Johnny was found brutally beaten to death, his identity, and eventually Flo, were tracked. She was heartbroken especially since his father beat him and his mother was in rehab hoping to get Johnny back. Flo directed the police to Chris and Andy, who said Johnny just bolted after movies and pizza. Even in sire of Flo's defense of the children, it was revealed Johnny had the two other boys join him in a heist of his father Zach Mohr to fence his belongings for his mother Tori, and when Chris got mad at Johnny, he murdered him.

Andy rolled on Chris when he was threatened with dragging Flo into the legal matters. Chris' representation tried to defend him best as possible, but he gave up and took a plea for hard jail time out of giving up on help for his rage. (L&O: "Born Bad")
