Officer Fox is an police officer, who had links to a sex trafficking ring.

Her boyfriend was affiliated with a human sex trafficking ring, and it appeared she loved him enough to not report him and had no qualms helping him, despite being a cop. When Johnny Drake was set to stand trial, her boyfriend informed her that his link to Johnny might be exposed and possibly by extension hers, her boyfriend told her to find a way to silence any witnesses.
She found her chance when Timmer and Selena Cruz were being transferred to escorted to testify. During the transfer, the van briefly stops at a store and Fox's fellow officer steps out. As a result, Fox took advantage of the situation and gets in back with Cruz and gives her a knife, while ordering her to kill Timmer on her boyfriend's orders while threatening Cruz's son. Reluctantly, Selena slits Timmer's throat while Fox steps out to smoke and she pretends to be surprised when Cruz was found covered in blood and claims that Timmer tried to kill her. By doing this, she silenced one witness and destroyed the credibility of the other. Unfortunately for her, the New York Ledger finds out about Fox and her relationship with one of Johnny's pimps.
Fox is later charged with murder facilitation. (SVU: "Surrendering Noah")
