Francis "Taz" Partell is a drug dealer and a double murderer. He killed bouncer Vincent Jackson, which led to wrongful imprisonment of Tony Schaffer, then killed associate Angela Jarrell.
Once Partell was identified and arrested, he pled guilty to two counts of first-degree manslaughter and was sentenced to seven and a half to fifteen years imprisonment in co current sentences. Schaffer's conviction was oveturned on appeal, and he was released. (L&O: "Bronx Cheer")
