Frank Andreas is a petty criminal who put his family and the justice system in danger once his operations were commissioned by organized crime.

Frank swiped police equipment that fell out of a supply truck so he could broker them illegally, even specializing in making fake police IDs to expand his illicit business. His crimes attracted the attention of career killers Ricky Robinson and Vincent Mulkowsky, who wanted fake DEA badges to raid drug dealers' stashes, kill the dealers, and rake in the profits. Frank got arrested when he was tracked, so the duo wanted to eliminate him as a witness. The killers instead started with Frank's family, taking them all hostage before massacring them all in their apartment.
Frank was encouraged to come forward when he was on the run so he could get protective custody. He didn't give all the information he knew to protect himself, simply that the mercenaries gave him a real DEA badge to model their commissions off, which led to their boss, DEA Agent and mole Kevin Almonte. But when Robinson and Mulkowsky kidnapped ADA Alexandra Borgia, the police and prosecution demanded more information, though Frank refused to cooperate. He even believed a frame job meant to set up Borgia as being in on the conspiracy.
Frank was then brought on by the DA's office for a fictitious trial, to pressure Almonte with a fake "indictment" to give up Robinson and Mulkowsky along with himself. Frank acted as if he was a damning witness to Almonte's use of his own badge for the operations. Almonte saw through the ruse and refused a deal, so McCoy, hellbent on tracking Borgia's killers, was done bargaining with Almonte and decided to release him as fresh bait for the mercenaries, hoping they'd believe Almonte was a sellout.
The plan worked, as Almonte was shot and killed by Robinson and Mulkowsky, and the police stopped and arrested them both right then and there. With McCoy's emotional investment, the U.S. Attorney's Office takes over the case. Frank is later imprisoned for his crimes. (L&O: "Invaders")
