Franklin "Frank" Kemp was a professional criminal and hitman. He was hired by Charles Martine, through Larry Teasdale, to kill Janet Torrens, who was going to testify at a federal court trial against Martine.

History[]

Kemp met Tina McManus at a club where they used cocaine and kept meeting there for a while. Then, he was hired by a lawyer named Larry Teasdale to kill Janet Torrens, who was going to testify at a federal court trial against one of Teasdale's clients, Charles Martine. Kemp located Janet at a New York parking garage. However, during the course of the killing, two advertising agents, Craig Hovis and Peter Coyle, stumbled upon the scene. Kemp murdered the pair while Janet's corpse was later found on riverbanks. He was arrested soon after, as he was on his way to Montreal.

After Teasdale tried to corrupt Tina in order for her to give Kemp an alibi, the record of the meeting was used by EADA Benjamin Stone as a means to obtain a confession from Kemp. He was subsequently sentenced to fifteen years. (L&O: "Severance")
