Frank Martin is an embezzler partnered with Frederick Tucker and the prime suspect in the murder of David Kelp.

Martin and Tucker knew each other as kids in Tennessee, sharing a pathological sadism which started out from tying girls to trees in their home town and laughing as they tried to wriggle out while screaming. Martin eventually founded Martin Global Fund, Inc., an investment firm with high paying international clients. With Tucker working into the Tennessee Department of Commerce and Insurance. The two schemed to run an embezzlement operation trading their funds in the forms of diamonds, bribing and blackmailing various women in the sadomasochist underworld to meet the legwork they needed.
Martin was notorious for being too rough with employees at the clubs, going as far as choking one woman, Debbie Minh, with a belt until she passed out, threatening her with deportation if she didn't comply. But Martin would always hook Tucker up with women to fit his standards, including Layla Briggs, the analyst at the company. During one tryst, after Martin had sex with her, Tucker wanted to see how much strangulation Briggs could take, but she ended up suffocating to death. The two men hanged her postmortem so it looked like a suicide before fleeing, her mother finding her corpse and calling the police after removing her leather adornments, dressing her in a robe, and throwing the leather items out in the building dumpster.
SVU found Briggs' leather, the whip being filled with half a million of diamonds. When this was revealed, Martin went on the run, Tucker being questioned about the audit he made on his finances while pretending they otherwise didn't know each other. When the dealer, David McKuin, was finally tracked, John Munch posed as his superior which succeeded in the capturing of Martin's hired women, Angela Torres, who went under the alias "Sho Ling-Fu". She denied every accusation and was released, but Martin thought she sold him out, resulting in him following through on the threat of killing her boyfriend, David Kelp, a charity runner who was one channel for the diamonds to go through. Elliot Stabler and Olivia Benson found him shot in his head at his desk. Torres broke down in tears from the news when detained again and told the squad the meeting place they arranged, which they're all shocked to find is a hotel Tucker was staying at.
When Tucker's taken into custody, Martin barges into the home of another subordinate, Amy Tanner, demanding money from her to skip town. When she says she doesn't have how much he wants, Martin explodes and punches Tanner's eye, tears her place apart, and forces her to say into the phone under false pretenses Martin will change an unused plane ticket she had in her apartment. Martin is eventually apprehended and Tanner provides incriminating documents about the embezzlement. That clinches Martin's arrest for embezzlement and fraud, which leads to Martin rolling in Tucker for Briggs' murder. The two men are arrested and charge with their respective crimes, and both are sentenced to death for murder and accessory. (SVU: "Stocks & Bondage")
