Law and Order

Franklin "T-Ball" Howard is a 14-year-old drug dealer and hitman who assaulted a boy named Gregory Winters and murdered his baby brother Andrew Winters.

History[]

Franklin is first seen fleeing the Winters' apartment after shooting it up and bumping into one of the neighbors, who later on identifies his accomplice Dizz Williams. Greevey and Logan arrested Dizz, who confessed that he didn't shoot the Winters brothers and that Franklin did for a job he was assigned to. Greevey, Logan, and Robinette use Dizz to stake out Franklin and arrest him as he is seen leaving his apartment. While Franklin is being interrogated, he confesses to attacking the Winters brothers but claims he didn't mean to hurt anybody and that it was a mistake. His intended target was a real estate agent named Edward Kay under the orders of his employer Michael Ingrams.

It is discovered that Edward stole $300,000 from Ingrams and lost it when Michael asked for it back, which shows the motive behind why Michael wanted him dead. Michael is later arrested and charged for the assault on Gregory, the murder of Andrew, and conspiracy. After Edward's testimony, E.A.D.A. Stone cross-examines Franklin about the events of the shooting. T-Ball testifies that Michael gave him a written address to Edward's apartment, which was 315 Jameson Place, but somehow ended up at the Winters' apartment instead, which was 315 Jacobs Place. Franklin claims that the incident was a mistake, and Stone clears that up by giving him the police report to read. Franklin looks at the report but is unable to read it.

In his closing statement, Stone points out that Franklin is a "victim of circumstance" in which he learned how to fire a gun before learning how to read. Stone states that when Michael was ordering the killing of Edward, he was ordering the killing of Andrew Winters, and that it doesn't matter who was hit; Michael's intent was to kill. Michael is sentenced to life imprisonment, and Franklin is sentenced to seven years in a juvenile prison, as promised by the DA. (L&O: "Mushrooms")
