Officer Fratelli is a Neighborhood Stabilization Unit officer and one of several killers of black man Floyd Michaels.

History[]

Fratelli and his partner Carlson were instructed by Frank Dietrich under racially discriminatory protocols. They, along with Dietrich and his partner Gil Sawchuck, used a red Pontiac Firebird impounded from a suspect while they were out on patrol in a neighborhood with robberies. Carlson also had citations that included distributing racist material in office. Fratelli and Carlson suspected auxiliary officer and delivery man Floyd Michaels of being up to no good just because he was finding the apartment of Artie Dickson to return him to as a good Samaritan.

Artie was dropped off, and when Floyd had car troubles, the cops questioned him on his activities and ordered him out of the car. He refused and stated his rank and status, which the cops just responded with by yanking him out and beating him. They restrained and kidnapped him, picking Dietrich up along the way, and all three were brutalizing him consistently. Floyd was then driven to an unpacked road, tied to the rear bumper, and dragged to death. While his shredded clothes and carnage scattered the road, Floyd's intact remains were chucked into a lake, the Pontiac burned and its seats in the dump.

Tracking the car led to the unit, and Dietrich's partner Gil Sawchuck sold out Fratelli and Carlson to cover for Dietrich. Dietrich was later found out and also made a defendant, Fratelli was pressured to testify with a trumped-up ID, and in exchange for life without parole, he told of what the officers did to kill Floyd. Dietrich and Carlson were found guilty and sentenced to death. (L&O: "DWB")
