Law and Order

Gerald Loomis is a serial rapist.

History[]

Loomis was convicted for raping a schoolteacher at knifepoint, before he was released on parole.

He subsequently registered as a level-3 sex offender, and eventually sent to live at a homeless shelter catering to sex offenders in Hempstead, New York.

Unknown to all, he resumed his assaults, raping women near the shelter and stealing their jewelry as souvenirs. He would wear a mask in the assaults, to avoid being identified.

Loomis was then transferred to a similar shelter in New York City, where he spoke little to his fellows, something Carisi (who was undercover at the time) took note of and stated Loomis basically kept to himself. He continued his rape spree around the women who were near the shelter. His M.O. is later used by his own attorney, another serial rapist named Thomas Zimmerman, during one of his own assaults.

SVU detectives still went through a storage unit and uncovered evidence that Loomis was continuing his crimes. He and Zimmerman are eventually identified and arrested by SVU. When last seen, Loomis pled not guilty while the detectives noted he was not stuttering now. He was likely imprisoned for his crimes. (SVU: "Sheltered Outcasts")
