Glenn Lawrence is the murderer of his sister Emma.

Glenn murdered his sister Emma in a fit of rage in 2007. With the assistance of his father Bill, he buried her body in a secluded area. In 2017, Glenn and his father met Britney Taylor and made a plan for Britney to pretend to be Emma. This brought extreme media attention, but the Special Victims Unit became suspicious of Britney.
It was later revealed that Britney was pretending to be Emma, and Britney told the detectives that Glenn and Bill knew that Emma wasn't coming back. Glenn later confessed to murdering his sister and covering it up with the assistance of his father. He was subsequently imprisoned for this. (SVU: "Complicated")
