Gordon Franks is a pedophile who stalked Maddie Flynn during her soccer games.
Franks was known to be a creepy man who stalked girls while they were playing soccer. He had been reported to the police multiple times, but none of the reports resulted in any arrests or investigations. Franks was visited by Sergeant Tutuola and Detectives Velasco and Bruno in regard to the whereabouts of Maddie Flynn. When entering the house, Bruno found several photos of Maddie and other young girls playing soccer in Franks' shed. Upon questioning Franks, Franks claims that he likes to have photos of young girls around because it makes him feel more connected to them. (SVU: "Tunnel Blind")
