Dr. Graham Mandell is a neurologist devoted to curing Parkinson's disease after seeing it happen in his father. When President Bush removed the laws that would've funded his studies, tycoon and Parkinson's patient Davis Langley funded Mandell's stem cell studies to cure Parkinson's, taking a radical approach to acquire the cells.
Partnered with Dr. Garrison, Mandell illegally inseminated two comatose women, Audrey Logan and Stephanie Rawley, whom Mandell cared for in intensive care to keep the from atrophying. They were impregnated with Langley's sperm to form babies they would take stem cells from that could match the defective cells in Langley's body that cause his Parkinson's. Logan's baby was aborted as covertly as they were conceived, but SVU stopped Garrison from aborting Rawley's baby after having manipulated her father into consent.
When Mandell was found out, he and Garrison were charged and put on trial. Along with Langley as a witness, they all pleaded the research was for the greater good and no severe harm was done that crosses ethical and clinical lines that can't be crossed back over, citing the benefits being worth the concerns and the risks with the meticulous procedures in question. The jury sympathized enough that all charges were acquitted, the medical team merely being warned and facing minor penalty. (SVU: "Waste")
