Haley Kerns was an FBI informant who was raped out of revenge for her undercover activity. When the group she infiltrated brainwashed her to join, she was shot dead before she could carry out a terrorist attack.

Haley was the ex-girlfriend of Zander Owens, a violent drug trafficker, and a former addict herself. When the FBI arrested the both, Haley was singled out and offered a plea to sell Owens out to become an informant on his federal ring. Her testimony successfully convicted Owens and got him imprisoned, and she was continuously commissioned to do undercover work, with Agent Dana Lewis as her handler. Unbeknownst to the FBI, Haley kept 500 grand of drug money hidden even from Owens and the other dealers, never telling a soul where it was stashed.
Haley's latest assignment involved her infiltrating the Earth Defenders Group, an organization responsible for funding and committing eco-terrorism, with a local chapter under the alias Cause. She started dating Justin, while she was gaining the members' trust to catch them in their next attacks. Owens soon got out of prison and knew Haley was the informant since she's the only one who never went to jail, deciding to get revenge. After Owens tracked down Haley, she was kidnapped, raped, beaten, tortured, and her head was shaved to symbolize her ratting him out. She saved herself and bought time by saying she'd get the money if Owens let her go, which Owens agreed to and threatened to kill her if she made false moves.

Detective Benson was called when she went to a clinic for a morning-after pill and STD antibiotics but refused a rape kit. Benson followed her home, and despite her protests, Benson stole her underwear for collection of a semen sample while she washed herself off in her bathtub and cried. When she found out Benson's actions to her horror, Haley reported Benson to Captain Cragen and the FBI before she rushed to finish her plans, especially since Owens broke into her apartment and tore it to shreds with a knife chasing after her. She retrieved the money, but when she and Owens met again, she shot Owens dead out of revenge and to cover up her own crimes. She then donated the money to various charities, as she was enticed and manipulated by the terrorist group into support for their causes, which the FBI already blackmailed her with prison time if she ditched her job for the terrorists.
Haley was tracked and arrested for murder after Owens' body was found, several group members were arrested, and the team was nearly blown up in a cabin by dynamite in a freezer. She proudly professed what she did and bitterly scolded law enforcement for not saving her or going by ethical procedure. Even in spite of this, Haley was put back in the latest operation, along with Benson posing as arrested member Persephone James. Haley was to lead them to chapter leader Andy Dell to stop an attack at Gen-Eng Foods, a company responsible for GMO food and animal testing.
When Benson got to the site of a bomb that was to be planted, Haley knocked her down, stole her gun, and ran inside. She aimed the gun when Benson and eventually Lewis approached her in a standoff, assembling the bomb personally. Haley bragged Dell was the security guard who let the team in downstairs, revealing he got hired into the company months ago. Haley begged both Benson and Lewis to leave so she could blow up the bomb alone because she still cared to not hurt them. When she was close to flipping the switch, Lewis shot Haley in her heart, killing her almost instantly. Benson was horrified because she had hoped to save her, but Lewis said terrorists don't get second chances to protect innocent lives. Benson then took Haley's place in the operation to go deeper into the group and dismantle it.
