Harry is a homeless man and repeat offender with a rap sheet of petty theft, vagrancy, and even peeping on college students in Hanford University. When one of the college students there, Kelly D'Leah, was raped, Harry was a suspect after he was found with her credentials and other items on her person, as well as arrested when he tried to flee.
Brought in for interrogation, and afraid of needles for a blood test, he frantically admitting to robbing Kelly, but not raping her. He nevertheless got a blood draw to test his DNA, which petrified Harry even in spite of the fact it wasn't a match. He was presumably imprisoned again for yet another petty theft. (SVU: "Consent")
