Hector Cartagena is a Puerto Rican repeat offender and a suspect in the murder of José Urbano.

History[]

Cartagena had a record of arson, larceny, armed robbery, assault, and narcotics charges and convictions. He affiliated with Urbano since they met in Attica. Urbano owed Cartagena money, but Urbana didn’t pay up, among their other disagreements in their drug business dealings.

Urbano was repeatedly shot at the church fair where he argued with Cartagena. Cartagena was arrested for violating his parole of not affiliating with other ex-cons, but he was cleared of suspicion of killing Urbano. (L&O: “The Secret Sharers”)
