Hector Ramirez is a drug dealer and a murder contractor, with the murders of competing drug dealers carried out by dirty cop Les Cooper as an accomplice to Luke Edmunds.
History[]
Ramirez had a history of capitalizing off drug industries in his area, harassing women, and sexually assaulting inmates in the prisons he'd be placed in. When other dealers were competing on his frequent grounds, he paid big bucks to patrol cop Les Cooper to kill them and cover up the crimes so they're not traced back. Cooper in turn manipulated Luke Edmunds to commit the murders while Cooper assisted, knowing Edmunds lost a brother to drugs and was easy to turn with his grudge.
Ramirez was interrogated when Carlos Torres was raped to death with a plunger and then died in his cell. With his record of serial prison rape, he was a likely suspect, but he was in the infirmary slurring at a nurse when Torres died. Even more so, it was proved the rape happened well before he died in prison, leading to Edmunds and Cooper, who are both arrested and charged. When Cooper gives up Ramirez, he smugly admits he arranged the murders, saying he can easily get off from scaring away and killing witnesses. Edmunds was later found hanged as well from an apparent suicide. (SVU: "Rotten")
