Herman Joseph Capshaw was a former marksman in the U.S. Army and construction worker who kidnapped a boy, Justin Lafferty, in 1993, and raised him as if he were his own.

History[]

While he was stationed in the Philippines on behalf of the U.S. Army, Capshaw's wife and only son died during a car accident. After his retirement, Capshaw became more reclusive and began living as a loner. In 1993, he decided to kidnap Justin Lafferty and raise him as his own son. Consequently, the two developed an unhealthy codependent relationship.

In 2003, Justin committed a string of random killings on Mott Street in order to hide the murder of Capshaw's boss, Charlie Rodriguez, who was going to fire Capshaw. The latter was initially charged with these murders until Justin confessed to them all.

Capshaw is currently serving a life sentence for the kidnapping and four counts of first-degree reckless endangerment, whilst Justin was acquitted and sent to a psychiatric facility for treatment. (L&O: "Sheltered")
