A.D.A. Abbie Carmichael: Detectives Briscoe, Curtis. Mark Branson. Mr. Branson is counsel for Correctional Assistance Services. They own Mr. Festov's bail bonds.

Mark Branson: We're not the enemy, Detective. We're allies.

Detective Lennie Briscoe: How do you figure?

Mark Branson: CAS is as much a part of the criminal justice system as you are.

Detective Rey Curtis: Bail bonds?

Mark Branson: Mmm-hmm. Prison administration, inmate transportation, jury consultants. Twelve states.

Detective Lennie Briscoe: And they say crime doesn't pay.

Mark Branson: Difka and Granada were in lawful pursuit of a fugitive.

A.D.A. Abbie Carmichael: If we turn up evidence that your clients acted without sufficient regard for potential loss of life, we'll hit them with everything we have.

Mark Branson: Bottom line, are they under arrest?

A.D.A. Abbie Carmichael: No.

Mark Branson: Then assuming Mr. Sheridan survives his injuries, we'll be in touch.

Detective Rey Curtis: One more thing. How did you find Sheridan? You beat it out of Eddie Dow?

Detective Lennie Briscoe: That's it? Two dead and one shot, and they walk?

A.D.A. Abbie Carmichael: Sheridan could have surrendered. It was his choice how this was going to play out, not Granada and Difka's.

Detective Rey Curtis: They had to go in with shotguns?

A.D.A. Abbie Carmichael: Against an armed felon who killed his brother-in-law, who was ready to kill them. How much firepower would you have walked in with, Rey?

Plot

Briscoe and Curtis' efforts to find a suspect in a murder are impeded by a pair of bounty hunters. During the investigation, the hunters attack the suspect, killing the wife of the victim (who was the suspect's brother) and a babysitter while leaving the suspect himself wounded, though he survives. The hunters claim self-defense, but the ME's examination proves he hadn't pulled his gun when the shooting started. After tracing the gun used in the murder, the police learn that the hunters stole it from a man they violently arrested for jumping bail and realize that the hunters are the killers.

After putting pressure on them, one of the hunters, who Briscoe believes isn't a bad guy given his history, confesses that his partner, who had a bad temper, committed the murder while believing the victim to be the man they were hunting then tried to cover it up by murdering their suspect under orders from their boss. There ends up being a hearing to determine the credibility of the indictiment and defense attorney is able to argue that the men were within their rights given the rules governing bounty hunters. Though the judge is outraged, he is forced to drop the charges. The men are arraigned on tampering with evidence, but it is a minor crime.
