James Randall is a boarder at the house of Tom Landricks paid to sire babies with Tom's wife Angie. James never succeeded in conceiving with her, but his semen, along with boarder Charles Eno, were found in the Landricks' teenage daughter Jackie.
It was revealed Tom raped Jackie with a syringe filled with Randall's and Eno's semen, Tom being motivated by wanting more kids even though Angie had a hysterectomy. Randall was first suspected, but he was released when Tom was found out and convicted. (SVU: "Resilience")
