James Tomio Saito (born March 6, 1955 in Los Angeles, California) is an actor who played three different characters in Law & Order and Law & Order: Criminal Intent.
He also played a minor recurring role as Detective Chang in the police procedural series New York Undercover. Saito played the villain, The Shredder (a role taken over by François Chau in Teenage Mutant Ninja Turtles II: The Secret of the Ooze), in the 1990 film Teenage Mutant Ninja Turtles (with Josh Pais, Elias Koteas, and Sam Rockwell). He also starred in the 2019 film Always Be My Maybe (with Daniel Dae Kim).
