Jay Linnet is a drug dealer and the boyfriend of Rachel Melhan, who was raped, murdered, and dressed in provocative clothes and makeup. Rachel originally went to the hospital when Jay and another dealer, Andre Lanier, were fighting over territory when they were both dealing at a club and Rachel was hit by Andre's ringed fist.
When Jay was questioned, he was appalled by how she looked, as she came from Council Bluffs and was studying in CUNY for a year. He led detectives to the club and Lanier, but both men were cleared of suspicion, and the outfit and makeup were confirmed to have not belonged to Rachel (CI: "Love Sick")
