Jeffrey Thomas Donovan is an actor who starred on Law & Order as Detective Frank Cosgrove, being a member of the main cast of Law & Order from Season 21 to Season 22. He also made crossover appearances as Cosgrove in Law & Order: Special Victims Unit and Law & Order: Organized Crime. Prior to joining the main cast of Law & Order, he starred in the episodes "Good Faith" as Jacob Reese and "Jeopardy" as Edward Nicodos.
Donovan is also known for playing leading man Michael Westen (not to be confused with actor Michael Weston) on USA Network's series Burn Notice (with Gabrielle Anwar).
Donovan starred as Detective David Creegan in the short-lived USA Network adaptation of the British crime drama series Touching Evil (with Vera Farmiga and Zach Grenier).
He played Robert F. Kennedy in Clint Eastwood's J. Edgar (2011) and his brother John F. Kennedy in Rob Reiner's LBJ (2016). He had a recurring role as Dodd Gerhardt in the second season of the TV series Fargo (with Adam Arkin and Elizabeth Marvel).
He appears as Major Riddick in the film Breaking (with John Boyega, Nicole Beharie, Selenis Leyva, and Michael K. Williams).
