Jessica DeLay is a sixteen-year-old girl who, along with her friend Tommy Strahan, beat up Rudi Bixton for being overweight and then stole his hat.

At age 15, she weighed 230 pounds and was sent to Hidden Glades Ranch School in California, where she was put on a strict weight loss regime. She was then able to slim down but developed a hatred of other overweight people because of her past. One day, she and Tommy ran into Rudi and began to beat up on him.

As a result, Rudi's younger siblings, Mia and Kenny, assaulted her for what she did to their brother. After Tommy's murder by Rudi, Detective Olivia Benson, temporarily working in Computer Crimes, dug up a picture of Jessica with Rudi's hat on and photos showing that Jessica herself was once fat. Detectives Elliot Stabler and Lucius Blaine finally got Jessica to admit the truth: she assaulted Rudi out of a hatred for fat people coming from her own past. Though Jessica's confession is turned over to the defense, it does not help Rudi's case and he is convicted of second-degree murder.
What ultimately happened to Jessica is unknown. Before Tommy's murder, she was arrested for the assault on Rudi. Given her confession, she likely was either convicted of the assault or took a plea bargain. (SVU: "Fat")
