Joanne Sullivan is a fugitive con artist and the murderer of her sister Lucy.

Joanne and her husband Billy Dunbar were scamming casinos in Atlantic City, but organized crime ordered a hit out on the couple as a result. When Billy was murdered by the mob, Joanne was desperate for a solution, so she lured Lucy from her hometown of Terre Haute, Indiana, to New York City. Joanne forced Lucy at gunpoint to give Joanne Lucy's clothes before Joanne shot Lucy dead and left her in the building's elevator.
Joanne was tried under the presumption that she was Lucy and committed the murder out of an affair with Dunbar. However, the prosecution realize Joanne stole Lucy's identity once she was proved to have used her actual identity to get through transportation. The case was thrown out when presiding judge Nathan Marks made a farce out of the trial, sexually harassing Ross and fining and detaining the prosecutors on false contempt charges out of mere hostility. Schiff removed Marks from the trial, and a plea from Joanne, who admitted she didn't care about her sister, was rejected.
Joanne was found guilty of murder and imprisoned. (L&O: "I.D.")
