John Samuel Waters, Jr. (born April 22, 1946 in Baltimore, Maryland) is an actor and director who stars on Law & Order: Special Victims Unit as Floyd Cougat (credited as Pornmonger Man).
He also guest-starred on two episodes of Homicide: Life on the Street as different characters, including the crossover episode "Law & Disorder"; and is also known for his roles on Pecker, Seed of Chucky (with Brad Dourif). Waters directed the films Hairspray and Serial Mom (with Sam Waterston, Kathleen Turner, Matthew Lillard, and Patricia Dunnock).
